Safeguard

On 11 January 2012, the Customs Union imposed a definitive safeguard duty on imports of caramel. The products subject to duties fall under the following HS code subheadings: 1704.90.710.0, 1704.90.750.0, 1806.90.500.1, and 1806.90.500.2. The rate of duty is USD 294.1 per tonne. Developing countries that are users of the tariff preferences system of the Customs Union are exempt from the duty with the exception of China, Chinese Taipei, Hong Kong and Macau as well as Turkey.

On 24 April 2013, the Customs Union amended the definitive safeguard duty on imports of the subject good. The rate of duty between 11.01.2012 and 14.06.2013 is USD 294.1 per tonne. The rate of duty between 15.06.2013 and 14.12.2013 is USD 283.8 per tonne. The rate of duty between 15.12.2013 and 07.07.2014 is USD 273.5 per tonne. Developing countries that are users of the tariff preferences system of the Customs Union are exempt from the duty with the exception of China, Chinese Taipei, Hong Kong and Macau as well as Turkey and Brazil. The duty is terminated from 8 July 2014.
