Section 121 of the Consolidated Appropriations Act for the Fiscal Year 2012 (H.R.2055) stipulates that there should be "an employment preference in the excepted service to individuals within those local hires who are eligible to be selected for such a position and who are preference eligibles." This part of the Act concerns the Department of the Interior.

Also, section 412 of that Act states that "the Secretaries [of Agriculture and of the Interior], in awarding a federal contract for any of specified purposes with funds made available by this Act, to give consideration to local contractors who are from economically disadvantaged rural communities and who provide employment and training for dislocated and displaced workers."

In the paragraph related to the National Defence Sealift Fund, it states that "none of the funds provided in this paragraph shall be used to award a new contract that provides for the acquisition of any of the following major components unless such components are manufactured in the United States: auxiliary equipment, including pumps, for all shipboard services; propulsion system components (engines, reduction gears, and propellers); shipboard cranes; and spreaders for shipboard cranes." This section was part of the Military and Veterans Appropriations Act (HR. 2055).
