April 6th, 2016: Authorities in Xinjiang Province, China released an announcement revealing a set of preferential policies for aluminium smelters in the region's Jimsar County. Policies include land provision, tax breaks and financial grants to eligible firms.

In-kind grant

On the 6th of April, 2016, authorities in China's remote western Xinjiang province officially announced a set of measures to support aluminium smelters in Jimsar province.

Firstly, firms can have land provided to them, free of charge, by the government for expansion of operations. The amount of land depends on the annual output of the firm:

  • 5,000,000 - 10,000,000 tons of output gets a firm 100-200mu (6.7-13ha);
  • 100,000 - 4,999,999 tons of output gets 200-300mu (13-20ha).

Tax or social insurance relief

In addition to the land grants, eligible firms are able to apply for reductions in the amount of income tax and VAT paid on inputs. Amounts depend on the size of the firm.

Financial grant

Finally, the release mentions several kinds of 'special funds' and 'subsidies' that are on offer to firms who 'achieve major breakthroughs in research' or show a progression to becoming more environmentally-friendly, amongst other things.
