The Government of Brazil allowed foreign laboratories to investigate and determine the class of wheat shipments imported into the country.

On 8 July 2016, the Brazilian Ministry of Agriculture published the Normative Instruction 23 allowing foreign laboratories to investigate and determine the class of wheat shipments imported into Brazil. Before this norm was issued only the laboratory from the Federal University of Santa María was authorised to make these analyses which led to an average waiting time of 30 days, representing an average cost of USD 10,000 per day per shipment. The new instruction is believed to be crucial in reducing costs and speeding up the quality control procedures.
In order for the analysis to be valid, national embassies must request the recognition by the Brazilian Ministry of Agriculture of the laboratories, which will then be published in an official list made public by the ministry.
The first laboratories that will be allowed will be those from Argentina, Canada and the United States of America, as these are the traditional wheat providers of Brazil.
