Public procurement localisation

Azerbaijan announces a new policy of state protectionism. It includes the legislation on public procurement of goods, work and services which gives preference to products of local manufacturers.
Publication of the Catalogue of Industrial Enterprises & Item List of Industrial Products is also a part of protectionist policy. The Catalogue includes 97 companies of electrical industry, IT sector, construction materials, light industry, petrochemical engineering, and the Item List consists of 752 items of industrial products. This catalogue was designed to match domestic supply and demand.
"This legislative rule has not been used - analysis of procurement practices showed that 98% of suppliers use foreign goods, materials and equipment even in case of availability of their local competitive analog. In this regard, we plan to maximize the use of legal mechanisms and give preference to local products of high quality," Mustafayev said (Minister of Economic Development).
