In April 2010, the government of Mexico initiated a sunset review and extended the duty for a new period in October 2011. In May 2016, the definitive duty was extended for a new period following the conclusion of a sunset review. In March 2020, a sunset review was initiated and the definitive duty was terminated in July 2020.

Anti-dumping

On March 29, 2010, the Mexican Ministry of Economy decided to initiate a sunset review of the anti-dumping duty imposed on imports of certain types of stearic acid from the United States of America.
The products subject to investigation are classified under the following HS codes: 3823.1101 and 3823.1999.
This review follows the application lodged on February 23, 2010 by Quimic, S.A. de C.V.
The investigation started on the day following the publication of the resolution in the Official Journal of the Federation, i.e. on April 8, 2010. The existing anti-dumping duty remains enforced during the review.
 
On February 1, 2011, the Mexican authorities issued the preliminary resolution and decided upon the continuation of the existing anti-dumping duty until the end of the revision.
 
On September 29, 2011, the Mexican authorities terminated the review and decided upon the continuation of the anti-dumping measure imposed on imports of stearic acid originating in the United States of America.
The rate of the definitive duty is now 17.38%, at the exception of the company Vantage Oleochemicals, Inc. whose exports are not subject to the payment of a duty.
This duty entered into force on the day following the publication of the resolution in the Official Journal of the Federation, i.e. on October 8, 2011. It shall be enforced for a period of five years, starting from April 9, 2010.
 
The original anti-dumping duty entered into force on April 9, 2005.
 
On October 11, 2012, the Mexican Ministry of Economy decided to initiate a partial review whose scope is limited to the US exporting company Vantage Oleochemicals, Inc. This review follows the application lodged on November 4, 2011 by Quimic, S.A. de C.V.
The investigation started on the day following the publication of the resolution in the Official Journal of the Federation, i.e. on October 20, 2012.
 
On March 20, 2013, the Mexican authorities issued the preliminary resolution and decided to continue this partial review without imposing any duty on products of the US company Vantage Oleochemicals, Inc. This resolution was published in the Official Journal of the Federation on April 2, 2013.
 
On September 19, 2013, the Mexican authorities terminated the partial review and decided to impose an anti-dumping duty on imports originating in the United States of America and produced by the company Vantage Oleochemicals, Inc. The rate of this duty is 4.15%. It entered into force on the day following the publication of the resolution in the Official Journal of the Federation, i.e. on October 2, 2013.
 
On March 12, 2015, the Mexican Ministry of Economy decided to initiate a second sunset review of the anti-dumping duty imposed on imports of stearic acid from the United States of America. This review follows the application lodged on February 25, 2015 by Quimic, S.A. de C.V.
The investigation started on the day following the publication of the resolution in the Official Journal of the Federation, i.e. on March 26, 2015. The existing anti-dumping duty remains enforced during the review.

On 9 May 2016, the definitive duty was extended for a new period. The rate of duty was between 4.15% and 17.38%.

On 31 March 2020, the Mexican authorities initiated a sunset review of the definitive antidumping duty imposed on imports of the subject good from the United States. This follows the application lodged on 2 March 2020 by Quimic, S.A. de C.V.

On 30 July 2020, the Mexican authorities terminated the definitive duty imposed on imports of certain types of stearic acid from the United States following the conclusion of a sunset review. The duty was terminated as it was set to expire unless extended following a conclusion of a review. The applicant petitioning the initiation of a sunset review, Quimic, S.A. de C.V., as the only domestic producer of the subject good, did not participate in the required further proceedings. In this context, the authorities ended the review and eliminated the definitive duties.
