In January 2017, the Russian government altered the procurement rules for goods used in national defence. While it grants better access to goods produced in the Eurasian Economic Union, it restricts access to products from elsewhere.

Decree No. 9 of the Government of the Russian Federation of 14 January 2017 revised the procurement terms of national defence goods and services.

The list of goods that cannot be procured from abroad now includes 132 items, up from 11. This ban can only be waived to ensure the continued operability of existing equipment.

Decree No. 9 of 14 January 2017 was officially published on the official Internet portal for legal information http://www.pravo.gov.ru on 16 January 2017. It entered into force on 24 January 2017. The codes are in accordance with the national classification of products by types of economic activities OK 034-2014.
