Sanitary and phytosanitary measure

Following a WHO report issued on the 6 May 2009, indicating the spread of apthous fever in Kuwait livestock, Saudi Arabia has imposed a temporary ban (under Ministry decree number 6130) on importing livestock from Kuwait and on its canned, frozen, and cold meat produce. The ban was imposed on 24 May 2009.
While this measure is discriminatory the motivation for it does not appear to be the protection of the importing country's producers of the competing products.
