On 12 October 2011, the Cabinet of Ministers of Ukraine approved Decree No. 1073. It established quotas for imports of passenger cars originating from Uzbekistan.

Import quota

The affected goods are cars and other motor vehicles intended mainly for transportation of people (except for motor vehicles under heading 8702), including station wagons and new racing cars.

The introduced quotas are formulated as follows:

  • an annual quota of 3 items from 15.11.11 to 14.11.12;
  • an annual quota of 3 items from 15.11.12 to 14.11.13;
  • an annual quota of 3 items from 15.11.13 on 14.11.14.

 The affected goods are classified under codes 8703 21 10 00, 8703 22 10 00 and  8703 23 10 00.

It appears that this action by Ukraine may have been in response to a measure taken by Uzbekistan. "The Uzbek government violates the intergovernmental agreement on free trade, namely by setting excise duty rates on excisable goods manufactured by enterprises of Uzbekistan, and on merchandise, imported into the territory of the Republic of Uzbekistan, which make impossible the export of cars from Ukraine to this country", explained the Ukrautoprom Association (Ukrainian Motor Vehicle Manufacturers Association) in a report. According to that report, the introduced excise tax on imported cars increased their value at least by 50%, which makes them uncompetitive in the domestic market of Uzbekistan.
