In September 2010, the government of Pakistan initiated a new anti-dumping investigation. Definitive duties were imposed in February 2013. A sunset review was initiated in August 2015 and the definitive duty was extended in December 2016.

Anti-dumping

On September 27, 2010, the Pakistani authorities initiated an antidumping investigation on imports of BOPP film from China, Oman, Saudi Arabia and the United Arab Emirates. The products subject to investigation are classified under the following HS codes: 3920.2010 and 3920.2030. The dumping is suspected to have occurred between January 1, 2009 and June 30, 2010. After the investigation was challenged in the Islamabad High Court, on court's decision it was re-initiated on April 23, 2012.

On August 14, 2012, the Pakistani authorities imposed a provisional anti-dumping duty on imports of BOPP film from China, Oman, Saudi Arabia and the United Arab Emirates. The rate of the duty imposed on imports originating in China is 62.70%. The rate of the duty imposed on imports originating in Oman is 22.92%. The rate of the duty imposed on imports originating in Saudi Arabia is 26.91%. The rate imposed on imports originating in the United Arab Emirates ranges from 29.70% to 57.09%, depending on the exporting company.

On February 7, 2013, the Pakistani authorities imposed a definitive anti-dumping duty on imports of BOPP film from China, Oman, Saudi Arabia and the United Arab Emirates. The rate of the duty imposed on imports originating in China is 56.80%. The rate of the duty imposed on imports originating in Oman is 22.95%. The rate of the duty imposed on imports originating in Saudi Arabia is 26.91%. The rate imposed on imports originating in the United Arab Emirates ranges from 29.70% to 57.09%, depending on the exporting company.

On 4 August 2015, the Pakistani National Tariff Commission initiated a sunset review of the antidumping duty imposed on imports of the subject good from Oman, China, Saudi Arabia and the United Arab Emirates. This follows the request lodged on 24 June 2016 by Tri-Pack Films Limited. The duty will remain in force for the duration of this investigation.

On 1 December 2016,  the Pakistani National Tariff Commission extended the definitive antidumping duty on imports of BOPP film from China, Oman, Saudi Arabia and the United Arab Emirates following the conclusion of the above sunset review. The rate of duty on imports from the United Arab Emirates is 29.70% or 57.09% depending on the company. The rate of duty on imports from Oman is 22.95%. The rate of duty on imports from China is 56.80%. The rate of duty on imports from Saudi Arabia is 26.91%. The duty is in force for a period of five years from 4 August 2015.
