On 26 November 2010 the Chinese State Council announced the Opinions on further Encouraging and Guiding Social Capitals to Establish Medical Institutions (GuoBanFa NO.58 (2010), which allows foreign investment to established solely foreign-owned hospitals in China.

Before foreign investment in one medical institution is only limited to a maximum of 70 % of total investment. In accordance with Opinions on further Encouraging and Guiding Social Capitals to Establish Medical Institutions China medical care market will be gradually opened to foreign investment.
