In November 2010, the government of China initiated a new anti-dumping investigation and in March 2012 a definitive duty was imposed. In March 2018, the definitive duty was extended for a period of five years following the conclusion of a sunset review.

Anti-dumping

On December 23rd, 2010, the Ministry of Commerce of the People's Republic of China decided to initiate an anti-dumping investigation on imports of photographic paper and paperboard from the European Union, Japan and the United States of America (MOFCOM Announcement No. 93 of 2010, 23.12.2010). The products subject to investigation are classified under the following HS codes: 3703.1010, 3703.2010 and 3703.9010. The complaint was lodged on November 8th, 2010 by China Lucky Film Corporation on behalf of the Chinese domestic industry.

On August 10th, 2011, the Ministry of Commerce of the People's Republic of China decided to impose a provisional anti-dumping duty on imports of photographic paper and paperboard from the European Union, Japan and the United States of America (MOFCOM Announcement No. 45 of 2011, 10.08.2011).
The rate of the duty imposed on imports originating in the European Union is 26.8%, at the exception of the company Fujifilm Manufacturing (Europe) Limited whose exports are subject to a duty of 17.6%. The rate of the duty imposed on imports originating in Japan is 28.8%. The rate of the duty imposed on imports originating in the United States of America is 28.8%.
 
On March 22nd, 2012, the Ministry of Commerce of the People's Republic of China decided to impose a definitive anti-dumping duty on imports of photographic paper and paperboard from the European Union, Japan and the United States of America (MOFCOM Announcement No. 10 of 2012, 22.03.2012).
The rate of the duty imposed on imports originating in the European Union is 19.4%, at the exception of the company Fujifilm Manufacturing (Europe) Limited whose exports are subject to a duty of 17.5%. The rate of the duty imposed on imports originating in Japan is 28.8%. The rate of the duty imposed on imports originating in the United States of America is 28.8%, at the exception of the company Fujifilm Manufacturing (USA) Co., Ltd. whose exports are subject to a duty of 16.2%.
This definitive duty entered into force on March 23rd, 2012 and is applicable for a period of five years.
 
On 23 March 2017, the Ministry of Commerce of the People's Republic of China initiated a sunset review of the anti-dumping duty imposed on imports of the subject good from the United States, Japan and the European Union (MOFCOM Announcement No. 10 of 2017). It follows the application lodged on 16 January 2017 by Lucky Film Co., Ltd. representing the domestic printing paper industry. The existing anti-dumping duty remains in force during the review period.

On 23 March 2018, the Ministry of Commerce of the People's Republic of China extended the definitive antidumping duty on imposed on imports of paper and paperboard from the European Union, Japan and the United States of America. The rate of duty is equal to that imposed by MOFCOM Announcement No. 10 of 2012, i.e. duties imposed on the European Union is 17.5% or 19.4% depending on the company; duties imposed on Japan is 28.8%; and duties imposed on the United States of America is 16.2% or 28.8% depending on the comåany. The duty is imposed for a period of five years.
