Import-related non-tariff measure, nes

The Togo Customs Department has issued new instructions regarding the importation of vehicles in Togo. From 1 May 2010, all vehicles imported into the country must have the following documents.
1) A non - registration number certificate
2) A car registration document if it's a used car or in the absence of this, a car registration document loss certificate i.e. a document that proves the loss of these papers
3) Non property certificate
4) A destruction certificate.
Furthermore, all the transport documents such as the manifest, bill of lading need to have on them the 17 digits chassis number of each vehicle instead of only the last 5 or 6 numbers as is currently implemented.
The new rules are to help prevent fraud in the importation of cars to Togo. From 1st May 2010, those who will load vehicles for Togo without respecting these requirements would be punished accordingly.
