On 9 September 2016, the Ministry of Commerce & Industry liberalized the import of industrial/technical grade urea. The new regulation removes the Actual User condition which demanded that urea could only be imported by the user who would utilize the imported product.

The import of such urea was made free earlier on 28 April 2015 (See related State Act).

From 27 July 2018, the imports of industrial and technical grade urea were allowed subject to the Actual User condition only.
