On 11 August 2008, the Philippines have inititated a safeguard investigation on the import of steel angle bars.
The HS codes considered are: 7216.2100; 7216.5011 and 7216.5091.
On 19 April 2010, a safeguard measure was announced.
First year of implementation period: Pesos 7,700.00 per metric ton
Second year of mplementation period: Pesos 5,133.00 per metric ton
Third year of the implementation period (Updated on 16 April 2012): Pesos 4,106.40 per metric ton
On April 16, 2012 the measure was extended for three more years under the following conditions:
3,901.08/MT on the first year of the extension; 3,706.03/MT for the second year and 3,520.73/MT for the third year.
Certain developing countries were excluded from the measure.
On July 27th, 2015, the Philippine authorities notified to the WTO their decision to extend the existing safeguard measure for another four years with an annual rate of reduction of 5%.
Hence the amount of the duty is PHP 3,345 per metric ton during the first year (i.e. from March 16th, 2015 until March 17th, 2016), PHP 3,178 per metric ton during the second year (i.e. from March 18th, 2016 until March 19th, 2017), PHP 3,019 per metric ton for during third year (i.e. from March 20th, 2017 until March 21st, 2018) and PHP 2,868 per metric ton during the four year (i.e. from March 22nd, 2018 until March 23rd, 2019).
Expressed in US dollar (at the exchange rate of September 17th, 2015), the amount of the duty is as follows: USD 71.84 per metric ton during the first year, USD 68.26 per metric ton during the second year, USD 64.84 per metric ton during the third year and USD 61.60 per metric ton during the fourth year.
According to the UN Comtrade Database, in 2014 the following country still exported goods classified under HS code subheadings 7216.21 and 7216.50 to the Philippines with a trade value over the GTA threshold of USD 1 million: China.
