Anti-dumping

On February 17, 2010, the European Commission announced the initiation of an anti-dumping investigation on imports of zeolite A powder (also referred to as zeolite NaA powder or zeolite 4A powder) from Bosnia and Herzegovina (Notice No 2010/C 40/04).
The product subject to investigation is classified under the following HS code: ex 2842.1000.
The complaint was lodged on January 4, 2010 by Industrias Quimicas del Ebro SA, MAL Magyar Aluminium, PQ Silicas B.V., Silkem d.o.o. and zeolite Mira Srl Unipersonale, producers representing more than 25% of the EU production of the subject good.
On November 15, 2010, the European Commission decided to impose a provisional anti-dumping duty on imports of zeolite A powder originating in Bosnia and Herzegovina (Commission Regulation (EU) No 1036/2010). The rate of the duty is 28.1% of the net free-at-Union-frontier price. This duty entered into force on the day following the publication of the regulation in the Official Journal of the European Union (L 298), i.e. on November 17, 2010, and is applicable for a period of 6 months.
 
On May 11, 2011, the European authorities decided to impose a definitive anti-dumping duty on imports of zeolite A powder originating in Bosnia and Herzegovina (Commission Implementing Regulation (EU) No. 464/2011, 11.05.2011). The rate of the definitive duty remains 28.1% of the net free-at-Union-frontier price. This duty entered into force on the day following the publication of the regulation in the Official Journal of the European Union (L 125), i.e. on May 15, 2011.
 
After the General Court of the European Union on April 30, 2013 annulled Commission Implementing Regulation (EU) No. 464/2011 dated 11.05.2011 in so far as it concerns the exporting company Alumina and after this decision was confirmed on October 1, 2014 by the Court of Justice, the European Commission decided on January 20, 2015 to reopen the anti-dumping investigation concerning imports of zeolite A powder originating in Bosnia and Herzegovina (Notice No 2015/C 17/06). The reopening is limited in scope to the implementation of the finding of the Court of Justice.
 
On 15 May 2016,the above definitive anti-dumping duty was terminated. The measure was terminated as no application for review was lodged and thus the duty expired.
 
On 4 October 2016, following the above expiry of duties the Commission issued a notice terminating the above investigation concerning imports of imports of zeolite A powder originating in Bosnia and Herzegovina. The investigation was limited to the implementation of the findings of the Court of Justice.
