An official press report of the Russian state corporation Vnesheconombank dated 5 July 2010 discloses the terms and conditions under which it facilitates the participation of Russian companies in the project for building of the third power generating unit of the Ekibastuz Power Station with an installed capacity of up to 540 MW in the Republic of Kazakhstan.
The total value of the project is about 800 million US dollars. The power station is to be owned on a parity basis by Russian and Kazakh shareholders with state participation (the Russian INTER RAO EES, who performs the construction works in Ekibastuz GRES-2 and the Kazakh Samruk-Kazyna). Vnesheconombank participates in the financing of the project with a credit line of up to 12 billion RUB (ca. 386 million USD as per the RUB/USD exchange rate for 5 July 2010) and maturity of 15 years.
The USD 800 million in financing for the Kazakh power plant is to be used to pay for the supply of equipment and offering of services exclusively* by Russian companies (Silovye Machiny, MZ ZIO-Podolsk, etc.). The press report draws the conclusion that the state funds to be allocated by Vnesheconombank as part of this export promotion of Russian high-technology equipment and engineering services is to generate a serious financial inflow in the Russian real economy.
