State loan

 On 23 February 2016, the European Investment Bank announced in a press release that it would provide 200 million GBP of loans to the University of Edinburgh.
The funds would be used to refurbish and expand the campus. The press release also mentioned that the loan offered a "flexible repayment schedule and an average cost of borrowing of less than three per cent".
A state measure in the GTA database is assessed solely in terms of the extent to which its implementation affects the extent of discrimination against foreign commercial interests. On this metric, the investment support proposed here is discriminatory.
