Import quota

With Decision No. 242 of 30 October 2013 the Eurasian Economic Commission (EEC) of the Customs Union of Russia, Belarus and Kazakhstan established the tariff-rate quotas (TRQ) for imports of meat, poultry and whey for 2014 for its territory. While the TRQ for Russia remained unchanged, Kazakhstan decreased the TRQ volumes for imported beef but increased the ones for poultry, while Belarus reduced the access for pork and pork trimmings.

Concretely, Kazakhstan:

  • decreased its TRQ volume for fresh, chilled, and frozen beef (classified under code 0202) from 15.40 thousand tonnes (TT) in 2013 to 15.32 TT in 2014.
  • increased its TRQ volume for poultry (classified under code 0207) from 100 TT in 2013 to 110 TT in 2014.

In addition, Belarus:

  • decreased its TRQ volume for frozen pork and pork trimmings (classified under code 0203) from 47.20 TT in 2013 to 20 TT in 2014
  • received the possibility by a new legal clause in Decision No. 242 to increase the pork TRQ to 40 TT in 2014 if it exhausts not less than 70% of the reduced 2014 TRQ in the first semester of 2014.

Decision No. 242 shall enter into force 10 days from the date of its official publication (9 November 2013).
The affected trading partners are identified only with the respect to the affected goods, imported by Kazakhstan and Belarus.
