Tax or social insurance relief

 On 30 May 2016, the German Ministry of Agriculture announced a state aid package for the German milk producers. The aid was announced during talks with the farmers which have suffered from reduced milk prices since the end of the milk quota regime by the European Union (cf. Related Measures).
The scheme shall include "livelihood assistance, income tax reliefs, allowance rules for debt repayment, guarantee programs and a continuation of the relief from the agricultural accident insurance in 2017" (own translation; cf. press release). It shall have a budget of "100 million EUR plus x".
This measure follows a number of interventions introduced recently at the EU-level aimed inter alia at supporting milk farmers (cf. Related Measures).
A state measure in the GTA database is assessed solely in terms of the extent to which its implementation affects the extent of discrimination against foreign commercial interests. On this metric, the state aid proposed here is discriminatory.
