On 15 October 2015, the Indonesian Ministry of Trade issued regulation 87/M-DAG/PER/10/2015 further easing import restrictions on given products. With the new legislation in place, the products listed in the annex will no longer require an additional import license from the Trade Ministry.
The regulation replaces regulation 83/M-DAG/PER/12/2012 as amended by 73/M-DAG/10/2014 (cf. Related Measures).
It was supposed to come into force on 1 November 2015 and shall be in force until 31 December 2018. However, the implementation was later postponed by regulation 94/M-DAG/PER/10/2015 until 1 January 2016.
The regulation was again amended on 26 October 2017 by regulation 81/2017 "in order to follow up the Joint Declaration between the Government of the Republic of Indonesia and the Government of the Republic of the Philippines in order to support Bitung-Davao / General Santos sea connectivity". However, as the Global Trade Alert does not cover bilateral trade policy changes, this amendment is not included as an intervention.
The regulation was amended by regulation 12/2018 for a fourth time on 10 January 2018 (see Related State Acts) - and again, by regulation 42/2018 on 22 March 2018. The fifth adjustment, however, only added the Merak Mas seaport in Cilegon as an allowed port of entry. Hence, this change is not classified as a separate intervention.
On 21 December 2018, the Ministry issued regulation 121/2018 amending 87/M-DAG/PER/10/2015 for a sixth time. The amendment scraps the initial regulation's revocation date of 31 December 2018. It also adds a paragraph in article 25 that this regulation will be evaluated by the Ministry each year at least once. Hence, the removal date of this GTA intervention was scrapped.
