On 5 November 2015, the European Commission issued regulation 1979/2015 scrapping Fiji, Iraq, the Marshall Islands and Tonga from eligibility for the scheme of generalized tariff preferences. The countries will be removed from the scheme starting 1 January 2017, as they have been classified by the World Bank as upper-middle income countries during the past three years.
The Commission also scrapped Samoa from the Everything But Arms (EBA) list, as the country has been removed by the United Nations on 1 January 2014 from the list of least developed countries. The new higher tariffs will come into force for Samoa only on 1 January 2019.
Tariff lines and sectors were listed as affected only if the GSP-relevant product had exports worth more than 1 million USD from a EU member state to one of the five countries.
