Public procurement localisation

On 16 November 2015 the Russian Government approved Decree No. 1236. It stipulates that only Russian software will be admitted to state and municipal orders. In exceptional cases (lack of Russian software with the required functional, technical and/or operation-related characteristics) foreign software may be included in state and municipal orders.
