Public procurement localisation

On 6 November 2015 the Russian Government approved Resolution No. 2258-. It stipulates that the state body Federal Corporation on the Development of Small and Medium Enterprises will check the planned procurement schedules of a list of 35 state corporations for compliance with Law No. 223-FZ concerning the participation in procurement of small and medium enterprises.

Without such an assessment done by the Federal Corporation for the Development of Small and Medium Enterprises, these 35 state enterprises will not be able to approve and/or amend their procurement plans.
 
Since the list of the 35 state enterprises is compiled based on:

  • their annual income in 2014 from procurement goods, works and services of at least 2 billion RUB (ca. 35.55 million USD as per the official RUB/USD exchange rate for 31 December 2014), and
  • biggest procurement deals in 2014,

it may be expected that these SME operate in the same or related sectors to their procurement contractors. Hence, this rule has been used in order to identify the affected sectors.
