Anti-dumping

On October 28, 2015 a group of U.S. firms (Bull Moose Tube Company, EXLTUBE, Wheatland Tube Company, a division of JMC Steel Group, and Western Tube and Conduit) filed petitions seeking the imposition of countervailing and anti-dumping duties on circular welded carbon-quality steel pipe imported from Oman, Pakistan, Philippines, the United Arab Emirates, and Vietnam. The first step in the investigation is the U.S. International Trade Commission's preliminary injury determination. The commission reached an affirmative determination on December 11, 2015, with respect to determined Oman, Pakistan, the United Arab Emirates, and Vietnam, but also determined that imports of these products from the Philippines are negligible.
The Department of Commerce published its preliminary affirmative CVD determination on April 8, 2016 for Pakistan.
On June 1, 2016, the Department of Commerce announced its affirmative preliminary determinations in the anti-dumping duty investigations of imports from Oman, Pakistan, United Arab Emirates, and Vietnam.

On 8 June 2016, a provisional duty was imposed. The rate of duty on imports from Oman is 7.24% later amended to 7.86%. The rate of duty on imports from Pakistan is 11.80%. The rate of duty on imports from the UAE is between 6.10% and 9.25% later amended to 5.58%-6.43%. The rate of duty on imports from Viet Nam is 113.18%.

On 18 November 2016, the United States imposed a definitive duty. The rate of duty on imports from Oman is 7.36%. The rate of duty on imports from Pakistan is 11.80%. The rate of duty on imports from the UAE is 5.58% and 6.43%. No definitive duty was imposed on the subject good from Viet Nam.

Anti-subsidy

In 25 November 2015, an anti-subsidy investigation was initiated on imports of circular welded carbon-quality steel pipe from Pakistan. 

On 8 April 2016, the United States imposed a provisional countervailing duty on imports of the subject good from Pakistan. The duty was amended on 28 October 2016. The duty was terminated following the conclusion of the investigation.
