In October 2015, the government of India announced a change in financial export support.

On 29 October 2015, the Indian Ministry of Commerce & Industry changed the incentives granted under the Merchandize Exports Incentive Scheme (MEIS). MEIS provides incentives in the form of "duty scrips" which can be used to pay a range of customs or excise duties. Export receive duty scrips worth between 2 and 5% of the export value depending on the product and the destination country. The scrip value may vary across three country groups.
For country group A, the notification from 19 October 2015 added 110 new products to the list of eligible exports plus the existing incentives were increased for 1'336 products.
The countries listed in group A are the European Union members plus the USA i.e. Austria, Belgium, Bulgaria, Canada, Croatia, Cyprus, Czech Republic, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Ireland, Italy, Latvia, Lithuania, Luxembourg, Malta, Netherlands, Poland, Portugal, Romania, Slovak Republic, Slovenia, Spain, Sweden, United Kingdom, and United States of America.
For country group B, the notification from 19 October 2015 added 110 new products to the list of eligible exports plus the existing incentives were increased for 993 products.
The 139 countries listed in Group B do not follow a geographical pattern. Group B consists of Algeria, Angola, Antigua, Argentina, Armenia, Azerbaijan, Bahamas, Bahrain , Barbados, Belarus, Belize, Benin, Bermuda, Bolivia, Botswana, British Virgin Islands, Brazil, Brunei, Burkina Faso, Burundi, Central African Republic, Cambodia, Cameroon, Canary Island, Cape Verde Island, Cayman Island, Chad, Chile, China PRP, Colombia, Comoros, Congo Democratic Republic, Congo Republic, Costa Rica, Cote D' Ivoire, Cuba, Djibouti, Dominic Rep, Dominica, Ecuador, Egypt , El Salvador, Equatorial Guinea, Ethiopia, Falkland Island, French Guiana, Gabon, Gambia, Georgia, Ghana, Grenada, Guadeloupe, Guatemala, Guinea, Guinea Bissau, Guyana, Haiti, Honduras, Indonesia, Iran, Iraq, Israel, Jamaica, Japan, Jordan, Kazakhstan, Kenya, Korea Republic South Korea , Kuwait, Kyrgyzstan, Lao PDR, Lebanon, Lesotho, Liberia, Libya, Madagascar, Malawi, Malaysia, Mali, Martinique, Mauritania, Mauritius, Mexico, Moldova, Montserrat, Morocco, Mozambique, Myanmar, Namibia, Netherland Antilles, Nicaragua, Niger, Nigeria, Oman, Panama Republic, Paraguay, Peru, Philippines, Qatar, Reunion, Russia, Rwanda, Sao Tome, Saudi Arab, Senegal, Seychelles, Sierra Leone, Singapore, Somalia, South Africa, St Helena, St Kitt N A, St Lucia, St Vincent, Sudan, Suriname, Swaziland, Syria, Taiwan, Tajikistan, Tanzania Republic, Thailand, Togo, Trinidad, Tunisia, Turkey, Turkmenistan, Turks and Caicos Islands, United Arab Emirates, Uganda, Ukraine, Uruguay, Uzbekistan, Venezuela, Vietnam Socialist Republic, Virgin Island US, Yemen Republic, Zambia, and Zimbabwe.
For country group C, the notification from 19 October 2015 added 80 new products to the list of eligible exports plus the existing incentives were increased for 1'146 products.
The countries listed in Group C do not follow a geographical pattern. Group C consists of Afghanistan, Albania, American Samoa, Andorra, Anguilla, Antarctica, Aruba, Australia, Bangladesh, Bhutan, Bosnia and Herzegovina, Channel Islands, Christmas Islands, Cocos Islands, Cook Islands, Eritrea, Faroe Islands, Fiji Island, French Polynesia, French Southern and Antarctic Lands Fr S Ant Tr, Gibraltar, Greenland, Guam, Heard Macdonald, Hong Kong, Iceland, Kiribati Rep, Korea DPR, Liechtenstein, Macao, Macedonia, Maldives, Marshall Islands, Micronesia, Monaco, Mongolia, Montenegro, N. Mariana Islands, Nauru Republic, Nepal, Neutral Zone, New Caledonia, New Zealand, Niue Islands, Norfolk Islands, Norway, Pacific Islands, Pakistan, Palau, Panama, Papua New Guyana, Pitcairn Islands, Puerto Rico, Samoa, San Marino, Serbia, Solomon Island, Sri Lanka DSR, St Pierre, Switzerland, Timor Leste, Tokelau Islands, Tonga, Tuvalu, Serbia Montenegro, Vanuatu Republic, Territory of the Wallis and Futuna Islands plus any other country not listed in the country groups A or B will be treated as part of country group C.
