 On 28 September 2015, the Indonesian Ministry of Trade published regulation 75/M-DAG/PER/9/2015 scrapping the import restrictions for cloves noted in the decree 528/MPP/7/2002. Previously, importers of cloves were required to obtain an import permission from the Director General of Foreign Trade at the Ministry of Industry and Trade. According to the preamble of the 2002 decree, the import restrictions were put in place "in anticipation of an import hike" in order to "improve the welfare of the clove farmers".
The list of affected jurisdictions is based on the 6-digit HS code 090700. However, according to the UN Comtrade database, Indonesia has not imported more than 1 million USD worth of cloves from any single country since 2011. Therefore, the list of affected trading partners is based on those countries Indonesia imported cloves from back in 2011.
The regulation came into effect on the day of its announcement and is part of the stimulus package announced by the Indonesian president on 9 September 2015 (cf. Related Measures).
