Decree No. 186 of 3 March 2012 approved the federal programme 'Culture of Russia' (2012-2018)

Its total budget for the whole period of its validity is at the amount of 184.635 billion RUB (6.302 billion USD as per the RUB/USD exchange rate for 3 March 2012).

From the GTA's perspective, the most significant state initiatives under this programme are:
 

  • the state goal to increase the share of the produced in Russia films to 28% in 2018.
  • state subsidies for support of debut projects of young authors and performers (171.81 million RUB, or ca. 5.86 million USD)
  • state subsidies for support of domestic producers of cultural goods in the field of cinematography (3.296 billion RUB, or ca. 112.51 million USD)
  • state subsidies for promotion in the world market of Russian movies (397.73million RUB, or ca. 13.58 million USD)
  • state subsidies for maintenance and development of the scientific potential of the Russian cinematography; development and implementation of new equipment and new technologies in cinematography (119.63million RUB, or ca. 4.08 million USD).

 
The GTA includes state guarantees and other financial incentives that are likely to affect the restructuring and performance of firms facing international competition, whether from imports, in export markets, and from foreign subsidiaries.
