On 25 May 2016, the European Commission announced a draft directive amending the provisions on audivisual services in the EU.
The draft suggests introducing a requirement for on-demand providers (such as Netflix or MUBI) to provide 20% of their content on European motion pictures. Furthermore, the document allows that "Member States are able to ask on-demand services available in their country to contribute financially to Europeans works".
TV broadcasters are already obliged to dedicate half of their programmes to European content.
The directive has not yet been implemented and is therefore classified as not in force.
