Order No. 211 of the Ministry of Investments and Development of the Republic of Kazakhstan of 27 February 2015 introduces conditions for the provision of innovative grants by the state for acquisition of technologies, carrying out of industrial research, support of activities for production of high-tech products at an initial stage of development, issuance of patents in foreign countries and (or) by regional patent organizations. Since Order No. 211 sets conditions without a concrete allocation of state funds, it has been classified as an amber, not implemented case by the GTA.
 
Conditions concerning the innovative grants for acquisition of technology

  • They are provided for co-financing of expenses at the amount of up to 50% of the claimed expenses, but not exceeding 400 000 000 tenge (ca. 2 160 000 USD). 

 
Conditions concerning innovative grants to conduct industrial research

  • They are provided for co-financing of expenses at the amount of up to 40% of the claimed expenses, but not exceeding 70 000 000 tenge (ca. 378 000 USD).
  • In case a consortium is created or foreign organisation participate, the state grants for co-financing of expenses are at the amount of up to 80% of the claimed expenses, but not exceeding 800 000 000 tenge (ca. 4 320 000 USD).

 
Conditions concerning innovative grants to support activities
for production of high-tech products at an initial stage of
development

  • The state grants for co-financing of beneficiaries' expenses are at the amount of up to 70% of the claimed expenses, but not exceeding 50 000 000 tenge (ca. 270 000 USD).

 
Conditions for innovative grant for issuance of patents in foreign countries and (or) the regional patent organizations 

  • The state co-financing varies between 90% and 95% of the claimed expenses and must not exceed maximum bounds, varying between 750 000 (ca. 4 050 USD) and 3 000 000 tenge (ca. 16 200 USD).

Order No. 141 of the Ministry of Investments and Development of the Republic of Kazakhstan of 23 February 2015 contains the list of activities, that are eligible for innovation grants under Order No. 211.
 
The GTA includes state guarantees and other financial incentives that are likely to affect the restructuring and performance of firms facing international competition, whether from imports, in export markets, and from foreign subsidiaries.
