According to consistent press reports, the Kuwaiti government has liberalized regulation and granted additional rights to foreign workers.
On 9 August 2009, the Kuwaiti Ministry of Social Affairs and Labor issued a decree increasing the mobility of migrant workers. Under the decree, foreign workers may switch companies without the consent of their employers after a tenure of three years. They may do so with the consent of their employer after one year.
On 23 December 2009, the parliament of Kuwait has passed a law granting further rights to migrant workers. The law apparently enhanced foreign worker's rights regarding vacation and leisure time. Also, it requires kuwaiti employer's to continue salary payments to foreign workers regardless of overcapacities within the company.
