On October 15, 2015 and Mexican Secretary of Finance and Public Credit Luis Videgaray Caso and U.S. Secretary of Homeland Security Jeh Johnson met in Mexico City to sign a memorandum of understanding formalizing their bilateral Cargo Pre-Inspection Program. A deliverable of the U.S.-Mexico High Level Economic Dialogue and the 21st Century Border Management Initiative, this agreement allows U.S. Customs and Border Protection officers and Mexican Customs officers to work side-by-side to facilitaterapid and secure flow of goods across the border. The program will formally begin operations at the Laredo International Airport in Laredo, Texas and the Mesa de Otay Customs Facility in Baja California, Mexico. A third site is planned for San Jerónimo, Chihuahua.
