On January 20th, 2009, three Chinese ministries jointly released Announcement 2009/2 (hereafter, 'Announcement'), which granted tax-free imports to certain approved institutions.
Once approved, such institutions were able to import cultural artifacts without paying any associated import taxes.
To qualify for the status, institutions must register with the local authorities and be deemed to be 'furthering the traditional art and culture of China and foreign nations, as well as increasing the soft power of ethnic Chinese culture'.
This highly interpretative clause means that only institutions that operate within the highly truncated historical narrative approved by the Chinese Communist Party will be eligible for the treatment.
