Import tariff quota
On 11 March 2019, the government of Turkey introduced an import tariff quota (ITQ) on potatoes (other than seed) classified under the tariff subheading 0701.90 through the Presidential Decree No. 815. The rate of import duty for potatoes is 0 percent within a tariff quota of 200,000 tonnes and the out of quota tariff rate for potatoes is 19.3 percent. Previously there was no effective ITQ on potatoes. As a result of this Decree being issued, potatoes that previously paid the MFN duty of 19.3 percent now enter duty-free. The government offered the ITQ as a response to soaring potato prices.
On 11 March 2019, the Turkish government also announced the management and distribution procedures of the ITQ with a Communiqué published in the Official Gazette. According to the Communique, the government offers quota rights on a first-come, first-served basis.
The tariff rate quota on imports is valid from 11 March 2019 until 20 April 2019. On 17 April 2019, the Government extended the ITQ until 31 May 2019 through the Presidential Decree No. 951.
