Public procurement localisation
On 20 September 2018, the Russian Government added sports weapons, ammunition and spare parts to the list of goods to be procured preferably from domestic producers. Procurement officials at national and subnational levels are now authorized to ignore supply offers of foreign-manufactured sports weapons, ammunition and spare parts when at least two offers listed goods manufactured in the Eurasian Economic Union. The Decree refers to the Article 14(3) of the Russian procurement law that authorizes public procurement localization and was previously used to restrict public procurement of medical items and devices, pharmaceuticals, electronics, food items, clothing and machinery.
On 30 April 2020, the Russian government passed Resolution N617 that transferred the goods under question into a consolidated list of goods subject to conditional restrictions. Thus, although the September 2013 Resolution was invalidated, it was replaced by the April 2020 one, with the goods remaining subject to the conditional restriction.
