On 30 April 2009, the Russian Government introduced a new edition of a List, originally introduced in 2000, of equipment and technologies that are not produced in Russia. The goods from the list can be imported free of value-added tax collected at the border. The list has been continuously adapted since its introduction, with more than 50 amendments reflecting changes in the Common External Tariff of the Eurasian Union and references to specific producers, in lieu of broader specification of the product.
