Export licensing requirement
In December 2013, the Chinese government published a catalogue of goods classified as 'dual-use', meaning that such items are deemed able to be used for both civilian and military purposes.
Besides several removals from the list, one item was added to the list of exported goods, meaning that it would newly require a dual-use licence before export.
The list was made public in the Chinese Ministry of Commerce's December 2013 release of the yearly catalogue.
