On August 8, 2018 Dexstar Wheel Division of Americana Development, Inc. filed a petition requesting countervailing duty and antidumping investigations of certain steel wheels 12-16.5 inches in diameter imported from China. These items are imported under HTS items 8716.90.5035 and 8716.90.5059. They are to be distinguished from another steel wheel item subject to investigations initiated earlier in 2018.
On September 21, 2018 the U.S. International Trade Commission determined that there is a reasonable indication that a U.S. industry is materially injured by reason of imports of steel trailer wheels from China that are allegedly sold in the United States at less than fair value and subsidized by the government of China. As a result of the affirmative determinations, the U.S. Department of Commerce will continue with its antidumping and countervailing duty investigations.
On October 24, 2018, the Department of Commerce announced its affirmative preliminary determination in the antidumping duty investigation. Commerce assigned a preliminary dumping rate of 231.70 percent to the China-wide entity based entirely on adverse facts available. No companies demonstrated that they were eligible for a separate rate. As a result of the preliminary affirmative determination, Commerce will instruct U.S. Customs and Border Protection to require cash deposits based on these preliminary rates.
