On 25 July 2018, the Indian Ministry of Commerce and Industry through Notification No. 21/2015-2020 amended an earlier Notification dated 21 March 2018 that had imposed a minimum import price of INR 500 per kg on pepper imports. Notification 21 has exempted certain imports from the applicability of the MIP.

MIP will not be applicable when imports of pepper are made under the Advance Authorisation Scheme, or if they are imported by 100% Export Oriented Units or by units in Special Economic Zones.

However as notified by Notification 50 dated 5 February 2018, light black pepper imports under the Advance Authorisation Scheme are free from the restriction only if they are imported for extraction and re-export of oleoresin by manufacturers only (see related State Act). 

The Advance Authorisation Scheme allows duty-free import of inputs for export goods production provided there is at least 15% value addition and the export obligation is fulfilled within a certain period.
