On January 16, 2017, a 5.371 billion yen ($47 million USD) loan agreement was signed with the Kingdom of Morocco and the Japanese International Cooperation Agency (JICA) for the creation of a survey vessel utilizing Japanese technology. This loan will be part of the Japanese International Cooperation Agency's STEP program which implies that the loan will go towards providing the Kingdom of Morocco with the procurement of survey vessels, training related to the operation of survey vessels, consulting services as well as Japanese shipbuilding technology.

The survey vessel will be replacing the 20-year-old research vessel Japan previously granted the Kingdom of Morocco for their oceanographic and fisheries research.

Special Terms for Economic Partnership (STEP)
A stipulation in JICA ODA loan agreements is the utilization of advanced Japanese technologies and the employment of Japanese firms in overseas projects.
