On March 30, 2017, The Japan International Cooperation Agency (JICA) signed a 96 million USD loan agreement with the Government of Cote d'Ivoire for the construction of the "Abidjan Harbor Grain Construction Project".  This loan will be part of the Japanese International Cooperation Agency's STEP program which states that the loan will go towards providing Cote d'Ivoire with a Japanese steel pipe sheet pile as well as consulting services for the expansion of the harbor. 

Special Terms for Economic Partnership (STEP) 
A stipulation in JICA ODA loan agreements which promotes the use of advanced Japanese technologies and the employment of Japanese firms in overseas agreements.
