On 6 January 2016, the Mexican Secretariat of Economy issued a Decree modifying the provisions concerning the Promotion of the Manufacturing Industry, Maquiladora and of Export Services. In this sense, one of the key changes is the elimination of several tariff lines from the list of goods with special permits that were allowed to be imported under this regime. In particular, this measure affects multiple metal products, and certain sugars and sugar-based products including syrups.
In addition, goods enclosed in tariff line 2208.90.04 are now excluded from the IMMEX regime and cannot be imported with the tax exceptions described in the program.
In general terms, the IMMEX program allows the temporary duty and VAT-free importation of goods and raw materials that are to be used in the production, transformation or reparation of foreign goods that will be exported. As a result of the new decree, the goods listed are no longer allowed under this regime.
These changes mentioned in this Decree entered into force 30 days after it was published in the Official Gazette.
