On 18 May 2018, Russia submitted a notification under article 12.5 of the WTO Safeguard Agreement on the decision to suspend concessions and other obligations stipulated in said agreement. The proposed suspension follows the imposition of tariffs on imports of certain steel and aluminium goods by the United States on 23 March 2018, see related state act.
As Russia does not view the measures imposed by the United States for reasons of national security, rather that these are safeguard measures, Russia "reserves its right to apply the proposed suspension". The suspension will enter into force 30 days from this notification, i.e. 17 June 2018. No specific goods were notified of being subject to additional duties towards the United States from the entry into force of this suspension.
Notably, five other countries also notified the WTO of suspending concessions and other obligations in reaction to the imposition of steel and aluminium duties by the United States, see related state acts.
