Export licensing requirement

On May 10, 2013, the Economic Development Department of South Africa issued Notice 470 defining the new rules of the Policy Directive on the exportation of ferrous and non-ferrous waste and scrap metal. The new legislation established that all scrap metal exports were subject to the issuance of export licenses, which would only be granted if the products have previously been offered to domestic consumers at a discounted price set by the International Trade Administration Commission (ITAC).

The new legislation is to apply for five years.
