The Executive Order signed on 2 February 2018 for the first time prohibits the Ministry of Interior from providing foreign workers whose skills and expertise is already available locally in Nigeria, with adequate work visas.
Furthermore, the Executive Order further elaborates (for the first time) that foreign professionals will be considered for contracting purposes, only in cases when it is certified by relevant Nigerian authorities, that their expertise is not available in Nigeria.
Lastly, the Executive Order signed on 2 February 2018, also for the first time explicitly directs national Ministries, Departments and Agencies to engage local professionals in the planning, design and execution of national security projects.
