On 1 January 2017, the European Union imposed additional import duties on certain fruit and vegetables if the quantity of the subject goods exceeds the trigger volume level within the specified application period. The following goods are subject to this mechanism: tomatoes (Hs code 0702.00.00); cucumbers (0707.00.05); artichokes (0709.91.10); courgettes (0709.93.10); oranges (0805.10.22, 0805.10.24 and 0805.10.28); clementines (0805.22.00); mandarins as well as tangerines and satsumas (0805.21 and 0805.29.00); lemons (0805.50.10); table grapes (0805.10.10); apples (0808.10.80); pears (0808.30.90); apricots (0809.10.00); certain cherries (0809.29.00); peaches and nectarines (0809.30); and plums (0809.40.05). The rate of additional duty is one-third of the import duty specified in the in the Common Customs Tariff for the subject good. The resolution is in force from 1 January 2018 until 30 June 2019, however, the duty is imposed only imposed in the given application period. The trigger volume level and the application period varies depending on the subject good.
The rules governing the additional import duty on certain fruit and vegetables is governed by Regulation (EU) 2017/892 published on 25 May 2017.
