Public procurement localisation

In a Federal Register notice published on December 28, 2017 and effective the next day the Federal Highway Administration (FHWA) issued a Buy America waiver for iron and steel components to be procured by the Georgia Ports Authority for rail mounted gantry (RMG) cranes that will increase intermodal capacity at the Garden City Terminal in Garden City, Georgia. FHWA based this decision on the fact that these iron and steel components are not manufactured (from melting to coating) in the United States in sufficient and reasonably available quantities and of a satisfactory quality.
