On November 2, 2017, Global Affairs Canada posted a Notice to Importers Serial (Number 907) to inform importers that the steel import monitoring program has been extended to November 1, 2020. This program covers carbon steel products that fall under Harmonized System headings 7206-7229, and specialty steel products that fall under headings 7301-7302, 7304-7306, 7308, 7312-7313 and 7317.
Monitoring of imports of steel products began in 1986. According to Global Affairs Canada, this action was taken as a result of an inquiry conducted by the Canadian Import Tribunal. The inquiry determined that excess capacity, subsidization and dumping were prevalent and threatened injury to the domestic industry. Specialty steel was added in 1987. The steel import monitoring program was renewed several times since then. In fact, for the past decade this monitoring programme has been repeatedly renewed every three years, suggesting that the private sector might have expected it to lapse in 2017 had it not been renewed.
