Anti-circumvention

On 5 June 2008, the European Commission announced the initiation of a sunset review of the anti-dumping duty imposed on imports of tube or pipe fittings (other than cast fittings, flanges and threaded fittings) of iron or steel (not including stainless steel), with a greatest external diameter not exceeding 609.6mm, of a kind used for butt-welding or other purposes, from Thailand and China including Chinese Taipei. Since the anti-dumping measure imposed on imports of subject good from China and Thailand was extended to imports from the Philippines following an anti-circumvention investigation, the sunset review and its conclusion will hold for this country as well. The definitive anti-dumping duty was originally imposed on 24 April 2005 following the conclusion of an anti-circumvention investigation.

On 4 September 2009, the European Commission extended the definitive anti-dumping duty imposed on imports of the subject good from Thailand and China including Chinese Taipei as well as Indonesia, Sri Lanka and the Philippines following the conclusion of the above sunset review, see related interventions. The rate of duty is equal to the rate imposed on imports originating in China, i.e. 58.6% of the net free-at-Union-frontier price. The measure entered into force on the day following the publication of the regulation in the Official Journal of the European Union (L 233), i.e. on 5 September 2009.

On 3 September 2014, the European Commission announced the initiation of a sunset review of the anti-dumping duty imposed on imports of tube or pipe fittings (other than cast fittings, flanges and threaded fittings) of iron or steel from China including Chinese Taipei (see related intervention). This follows the request lodged on 2 June 2014 by the Defence Committee of the Steel Butt-Welding Fittings Industry of the European Union on behalf of producers representing more than 25% of the total EU production of the subject goods. Since the anti-dumping measure imposed on imports of subject good from China was extended to imports from the Philippines following an anti-circumvention investigation, the sunset review and its conclusion will hold for this country as well.
