On 29 December 2017, the Turkish authorities initiated an anti-circumvention investigation on imports of synthetic and artificial staple fibre yarns from Nepal and Bangladesh (Notification 2017/37). This investigation follows suspicion that the definitive anti-dumping duty imposed by Notification 2014/2 dated 8 April 2014 on imports of the same products from Malaysia, Pakistan, Thailand and Vietnam might be circumvented (see related intervention). The products subject to investigation are classified under the following HS codes: 5508, 5509 (except 5509.52, 5509.61 and 5509.91), 5510 (except 5510.20) and 5511.
Additionally, the investigation also covers if Notification 2015/8 dated 17 April 2015 on imports of the same products from China, India and Indonesia have been circumvented, see related state act.
On 16 October 2018, the Turkish authorities issued NotificationNo. 38/2018 extending the definitive duty on imports from Bangladesh as so far as it related to Notification 2015/8, see related state act. No duties were extended imports from Bangladesh and Nepal as so far as it relates to Notification 2014/2. The anti-circumvention investigation is therefore terminated without the imposition of duties.
